Abstract

This research aims to analyze Indonesia's economic diplomacy efforts in responding to the European Union Deforestation Regulation (EUDR), with particularly concerning the rubber commodity during the 2022–2024 period. EUDR regulation is a form of Non-Tariff Barrier (NTB) that implemented by the European Union to restrict market access and to ensure that specific commodities that don’t contribute to deforestation, including rubber commodity. This research adopts the of economic diplomacy that proposed by Rana (2007) to examine the various forms of diplomatic actions that initiated by Indonesia in addressing the EUDR, which is perceived as a trade barrier, particularly for smallholder farmers. This research employs a qualitative descriptive method by collecting data through interviews with the Indonesian Ministry of Foreign Affairs (MOFA) and the Indonesian Rubber Association (GAPKINDO), as well as reviewing various literature and documents data sources. The data were then processed through reduction, presentation, and conclusion drawing. The findings of this research indicate that Indonesia has implemented economic diplomacy through a negotiation approach with the European Union, such as submission of joint letter that initiated by Like-Minded Countries (LMC) and form Joint Task Force (JTF) with Malaysia-EU. Indonesia also deployed national representatives and actively engaged in international forums, such as the World Trade Organization's Technical Barriers to Trade (TBT) meetings and the framework of Working Group on Sustainable Natural Rubber (WGSNR) and fostered cooperation with other natural rubber-producing countries to express collective concerns regarding the EUDR through joint communiqué. These economic diplomacy efforts aim to voice concerns about the potential of the EUDR to hinder Indonesia’s national rubber export interests and to ensure the inclusion of smallholder farmers in sustainable rubber supply chains to the European Union market.
