Abstract

This study analyzes the economic and political dimensions that influenced the journey of the Golden Passport investment-based citizenship program implemented by Cyprus from 2013 to 2020. This program was launched as a strategy to attract Foreign Direct Investment to boost the Cypriot national economy after the banking crisis and bailout of 2012. However, in its implementation, the Golden Passport faced various controversies, ranging from corruption cases revealed in the "Cyprus Papers" investigation to political pressure from the European Union due to violations of collective principles. The analysis in this study was conducted based on primary data in the form of interviews with relevant academics and experts, as well as secondary data through literature studies with related documents, reports, and press conferences. The results of the study indicate that there is an economic and political interaction that influences Cyprus' Golden Passport program. The complex interaction between Cyprus' national interests in terms of boosting the economy and demands for compliance with the European Union illustrates the tug-of-war of interests that ultimately determined the end of the Golden Passport program on November 1, 2020.
