Abstract
The police force is tasked with maintaining security, protecting the public, and upholding the law, as stipulated in Law No. 2 of 2002. One common measure employed to address security disturbances is the use of repressive actions, which aim to restore social harmony through the imposition of sanctions. However, the implementation of such actions often sparks controversy, as exemplified by the Kanjuruhan Tragedy on October 1, 2022. In this incident, riots triggered by supporters of Arema FC led the police to deploy tear gas in an attempt to control the situation. Unfortunately, the tear gas was fired toward the stands, resulting in mass panic and a deadly stampede. This study aims to analyze whether the repressive actions taken were in accordance with established procedures, including regulations issued by the Chief of the National Police and FIFA standards. Based on eyewitness testimonies and available evidence, it was found that the police violated several regulations concerning crowd control and the use of force. This research is expected to provide insight into the proper implementation of security procedures in responding to mass disturbances during sporting events.
