Abstract
This study aims to analyze the Indonesian government's strategy in balancing national interests and environmental preservation in the context of extractive industries, specifically through a case study of PT Indonesia Morowali Industrial Park (IMIP) nickel downstreaming. The method used is descriptive qualitative with the aim to (a) assess the potential utilization of Indonesia's nickel resources as an object of international cooperation, (b) identify the role of the government in supporting and supervising investment projects and nickel downstreaming, (c) assess whether the implementation of downstreaming in IMIP is in accordance with the principles of environmentalism and green theory, and (d) provide policy recommendations based on the concept of sustainability. The results show that the Indonesian government has attempted to balance economic needs-such as increasing the value of exports, job creation, and Indonesia's strategic position in the global supply chain of electric vehicles-with an environmental regulatory framework that increases the assertiveness and supervision of industrial activities. However, on the ground, the implementation of these regulations still faces serious challenges, including the lack of optimal supervision, the application of clean technology, and the sustainability of environmental reclamation and conservation. From the perspective of green theory and environmentalism, development in Morowali still tends not to reach the ideal balance, because ecological and social aspects show indications of degradation.
