Abstract

This study examines how Pembatasan Sosial Berskala Besar (PSBB) policy is viewed as Indonesia’s securitization response to the COVID-19 pandemic throughout 2020-2021, specifically focusing on the implementation of the PSBB policy in Jakarta. This study analyzes how the Indonesian Government, from the presidential level, down to related institutions, attempted to frame the pandemic issue and address the pandemic as an existential threat in order to protect the security of the Indonesian people, using the securitization theory by Barry Buzan, Ole Waever, and Jaap de Wilde (1998). To address this, the author employs a descriptive qualitative research method. Reffering to Buzan, et al theory of securitization, the author identifies the securitizing actors, speech act, referent object, and audience in the securitization process. The findings show that the PSBB policy can be seen as Indonesia’s securitization response, as several important concepts in securitization theory are fulfilled, even though the process of implementing this policy doesn’t fully comply with the concepts described in securitization theory by Buzan, et al (1998).
