Abstract
This study analyze the role of the Office of the High Commissioner for Human Rights (OHCHR) in advocating against human rights violations in the Israel-Palestine conflict from October 2023 to October 2024. The escalating conflict since October 2023 has triggered a widespread humanitarian crisis and human rights (HR) violations, drawing global attention, including from OHCHR. This study aims to evaluate OHCHR's role in addressing human rights violations in the conflict until October 2024. Employing a qualitative approach with descriptive and analytical methods, this research analyzes documents and official reports from OHCHR and the UN, academic journals, and reports from non-governmental organizations. Data collection is also supported by in-depth interviews with academics, researchers, or experts competent in human rights and international relations, particularly the Israel-Palestine conflict, including Mr. Smith Alhadar. The findings indicate that OHCHR plays a crucial role in monitoring, reporting, and advocating against human rights violations, including highlighting the disproportionate use of force, mass arrests, settler violence, and promoting independent investigations through the International Criminal Court (ICC). However, the effectiveness of OHCHR's role is hampered by limited access to conflict areas, international political pressure, and the use of veto power in the UN Security Council, which often obstructs human rights resolutions. Nevertheless, OHCHR continues to strive to implement international human rights principles based on Customary International Humanitarian Law (CIL) and international human rights law. The study concludes by affirming the importance of OHCHR's role in human rights protection in conflict zones, while also underscoring the complexities and challenges faced by international bodies in upholding justice amid highly politicized situations.
