Abstract
Since the end of the Korean War in 1953, relations between South Korea and North Korea have remained marked by military tensions, ideological conflicts, and unstable diplomatic dynamics. Several efforts to normalize relations have been made, yet they have not succeeded in achieving lasting peace on the Korean Peninsula. This study aims to explain the differences in South Korea’s foreign policy during the administrations of Moon Jae-In (2017–2022) and Yoon Suk Yeol (2022–2024) in responding to the issue of normalization with North Korea and to analyze the factors that influence these differences. The poliheuristic theory is applied to explain the decision-making process, which occurs in two stages: heuristic elimination and rational calculation. This research uses a qualitative explanatory method with data collected through library research involving official documents, news reports, academic journals, and previous studies. The findings indicate that the differences in foreign policy decisions between the two administrations stem from variations in the heuristic elimination stage, influenced by ideology, domestic politics, and each leader’s perception of threats. Moon Jae-In prioritized dialogue and peaceful diplomacy, while Yoon Suk Yeol emphasized military deterrence and strengthening strategic alliances. The normalization of inter-Korean relations remains unrealized due to policy inconsistency between administrations, dependence on external geopolitical dynamics, domestic political polarization, and North Korea’s uncooperative stance.
