Abstract
The ratification of the Sexual Violence Crime Bill (RUU TPKS) in Indonesia reflects the complex dynamics between key actors, state institutions, and the political process. In this context, Institutional Feminism helps explain how both formal and informal structures within the legislative institution influence the legislative process. Despite challenges from conservative factions and structural obstacles, key actors such as the National Commission on Violence Against Women (Komnas Perempuan) and the Women's Parliamentary Caucus have played significant roles in pushing for policy changes that favor women. Institutional Feminism demonstrates that although masculine norms dominate political institutions, women in strategic positions can exploit institutional gaps to advocate for gender equality. The formulation process of the RUU TPKS highlights how critical actors work to drive more inclusive and gender-just policy changes.
