Abstract
On the implementation of the Budget Revenue and expenditure of the Country of course is the division of each for each institution that are in the Government. For payments with the use of the state BUDGET has been divided to several parts in government agencies, one of which is to set it at 190/PMK.05/2012 with the stuffing as payment through Money Supply (UPS) in the course of its implementation. The money Supply is the money advance with are charging back (revolving) that can not be done with direct payments. On the Regulation of the Minister of Finance 190/PMK.05/2012 set the procedures for the preparation of the Money Supply and the Ministry Implemented a system of Money Supply that fit in the PMK. With the Money Supply as Money Advance any operational activity can use the Money Advance, so that any operational activities carried out by the Ministry of Agriculture can run smoothly. At the Ministry of Agriculture system and the procedure of the money supply there are several implementation for example, the Money Supply, Change the Money Supply and the Additional Money Supply that submission is made to the Office of the State Treasury Service of. With the presence of systems and procedures that have been implemented by the ministry of Agriculture can accelerate the course of the use of the state BUDGET through the Money Supply
