Abstract

Sexual violence against children is a serious issue that continues to challenge countries worldwide. The covid-19 pandemic, along with the enforcement of lockdown policies, has been identified as one of the contributing factors to the rise in cases of sexual violence against children, including social and economic aspects, drug abuse, low levels of education, and cultural norms. Among these, cultural or normative factors are considered the primary root causes. This study aims to analyze UNICEF's role in addressing sexual violence against children in India during the covid-19 pandemic era, with a case study of the EVAC initiative, using a descriptive qualitative research method. UNICEF's role is examined through the lens of Clive Archer's international organization theory. The findings reveal that UNICEF has demonstrated its role as an independent actor capable of mobilizing communities to address and prevent cases of sexual violence against children in India. This has been achieved through inclusive data collection, strengthening judicial and social systems, and fostering behavioral change through both online and offline campaigns.
