Abstract
The humanitarian crisis in Somalia has been going on since 1991. The crisis that occurred in that year was caused by civil war and drought. USAID as a donor agency under the auspices of the American government, helped Somalia ease the burden on the Somali people. USAID in Somalia provides assistance in 2 types, namely humanitarian assistance and development assistance. Development assistance in Somalia is provided through the Economic Growth Cooperation (PEG) and Growth, Enterprise, Employment & Livelihoods (GEEL) programs. The distribution of aid in Somalia also has obstacles, including armed conflict, climate conditions, poor infrastructure in Somalia, complex humanitarian conditions, difficult coordination between humanitarian actors, and limited resources. This study aims to discuss USAID's efforts in dealing with the humanitarian crisis in Somalia, using crisis theory and foreign aid theory. The research method used is a qualitative method by collecting data through sources on the internet, such as journals, repositories, official USAID websites, or online news pages. The research stages are divided into 4 stages, namely: data collection, data reduction, data presentation, and data verification. The results of this study show the efforts of USAID which is trying to handle the humanitarian crisis in Somalia through various methods, starting from providing funds, implementing social and economic support programs, and also investing in citizen-owned businesses. USAID collaborates with various parties starting from WFP, UKAID, and local NGOs in Somalia to support USAID programs in Somalia.
