Abstract
This research examines the challenges and opportunities for regulation of Indonesia's Electronic System Operator (ESO) in dealing with the phenomenon of illegal deepfake sites. The deepfake phenomenon, which utilizes artificial intelligence (AI) for image and video manipulation, poses a high risk to security and privacy. This research focuses on the application of ESO regulations, specifically the Regulation of the Minister of Communication and Information of the Republic of Indonesia Number 10 of 2021 concerning Amendments to the Regulation of the Minister of Communication and Information Number 5 of 2020 concerning Private Scope Electronic System Operator (ESO), in preventing the spread of illegal deepfake sites. Through a normative juridical approach, this research identifies the challenges of regulation implementation, such as the lack of sanctions and difficulties in supervising electronic system providers. In addition, this research discusses opportunities for optimizing regulations by considering the rapid development of AI technology, including the application of deepfake detection technology and strengthening collaboration between the government and electronic system operators. The results of this research are expected to contribute to strengthening policies and regulations to deal with the threat of illegal deepfake sites in Indonesia.
