Abstract

Central Java Province is one of the provinces in Indonesia with low labor productivity, even the lowest on the island of Java. Labor productivity is an important factor in driving economic growth and societal welfare, in line with SDG Goal 8 on decent work and economic growth. The low productivity in Central Java is influenced by limited access to quality education, healthcare, and purchasing power, as well as relatively low minimum wages and the dominance of traditional sectors. This study aims to identify regions with optimal and non-optimal labor productivity based on five conditions: BOS funding, BOK funding, per capita expenditure, minimum wage (UMK), and IMDI. The method used is Qualitative Comparative Analysis (QCA) with Tosmana software. This research covers 35 regencies/cities in Central Java Province in 2023. The results show that regions with optimal labor productivity include Kendal, Banyumas, Klaten, Cilacap, Brebes, Semarang City, Semarang, Pati, Tegal, Karanganyar, Sragen, Boyolali, Batang, Salatiga City, Pekalongan City, Kudus, Surakarta City, Magelang City, Tegal City, and Sukoharjo. The combination of these five conditions, supported by government programs, has proven to contribute to increased labor productivity in these areas. The findings of this study are expected to serve as a reference for local governments in designing more effective and sustainable policies to enhance labor productivity in Central Java Province.
