Abstract
The Open Unemployment Rate in Riau Islands Province is very high and fluctuates from 2009 to 2023. This study aims to evaluate the influence of several factors of Regency/City Minimum Wage (UMK), Economic Growth (PE), and Human Development Index (HDI) on the Open Unemployment Rate (TPT) in Riau Islands, which covers 7 regencies/cities from 2009 to 2023. Although Indonesia has experienced significant economic growth, the challenge of unemployment remains a major issue, especially due to the impact of the COVID-19 pandemic which has caused a spike in the open unemployment rate. Research shows that the imbalance between the number of job seekers and available positions creates frustration in the labor market. Fixed Effects (FEM) panel data was used for analysis. The results showed that the variables of District/City Minimum Wage (UMK), Economic Growth (PE), and Human Development Index (IPM) had an effect simultaneously. Partially, the district minimum wage has a significant negative effect on the open unemployment rate, while economic growth has an insignificant negative effect on the open unemployment rate, and the human development index has a significant positive effect on the open unemployment rate both in the period before and after the COVID-19 pandemic.
