Abstract
East Java Province has great potential in human development and the economic sector despite being the province with the fourth lowest Regency/City Minimum Wage in Indonesia. This condition highlights that there are challenges in setting the District/City Minimum Wage in East Java Province. This study aims to determine and analyze the optimal combination of Human Development Index (HDI), Labor Force Participation Rate, Gini Ratio, and Consumption causal conditions in supporting the Regency / City Minimum Wage in any region. This research uses the Crisp-Set Qualitative Comparative Analysis (CsQCA) method obtained using the TOSMANA software. This study uses 38 regencies/cities in East Java Province in 2023 as the object of research. The results showed that the optimal combination of Human Development Index (HDI), Labor Force Participation Rate, Gini Ratio, and Consumption causal conditions in supporting the Regency / City Minimum Wage was in Lumajang Regency, Sumenep Regency, Kediri Regency, Probolinggo Regency, Malang Regency, Sidoarjo Regency, Gresik Regency, Malang City, Probolinggo City, Surabaya City, Nganjuk Regency, Ngawi Regency, Madiun City, Bojonegoro Regency, and Lamongan Regency.
