Abstract
Central Sulawesi Province ranks 24th nationally in the Human Development Index in 2023, indicating significant challenges in the areas of education, health, purchasing power, and welfare. This study focuses on the conditions of education, health, purchasing power, and welfare in Central Sulawesi Province, linking them to Sustainable Development Goals (SDGs) 3, 4, and 8. The objective of this research is to identify regions with optimal and non-optimal HDI based on education conditions using the BOS Fund and Educator Indicators, health conditions using the BOK Fund indicator, purchasing power using the GRDP indicator, and welfare using the investment indicator. The method used is Qualitative Comparative Analysis (QCA). The research sample consists of 13 regencies/cities in Central Sulawesi Province in 2023. The results show that seven regions have optimal human development, namely Palu City, Sigi, Poso, Morowali, Toli-Toli, Buol, and North Morowali. In contrast, four other regions, namely Banggai Laut, Banggai Kepulauan, Tojo Una-Una, and Parigi Moutong show non-optimal conditions for HDI. The relationship between the conditions of education, health, purchasing power, and welfare, supported by government programs, is expected to have a positive impact on human development in the regencies/cities of Central Sulawesi Province.
