Abstract
In this thesis research, the writer discusses Indonesia's efforts in trading one of its main commodities, processed iron and steel to Malaysia. Malaysia imposes import restrictions in several forms such as product quality testing and imposing import duties on countries exporting iron and steel products with the aim that the Malaysian iron and steel market can purchase processed products produced in Malaysia, thereby ensuring the continuity of its domestic iron and steel producers. Feeling disadvantaged by these import restriction policies, Indonesia has taken several steps to counter Malaysia's policies so that Malaysia can free up the import of iron and steel products like as before the implementation of it. Indonesia has the importance on it because Malaysia is a main export market for its processed iron and steel products and a large percentage of Indonesia's iron and steel commodity distribution is focused on Malaysia. If these iron trade restriction policies are not challenged, it could impact Indonesia's iron and steel industry, thereby affecting Indonesia's economy. Indonesia has engaged in diplomatic activities with Malaysia with the aim of negotiating the reduction or elimination of trade restriction policies on iron and steel commodity products from importing countries, including Indonesia. Malaysia experienced a weakening of its iron industry capabilities after the imposition of these restriction policies, which also became a key point in limiting and eventually eliminating trade restrictions. After engaging in diplomacy for negotiation and providing sufficiently complex input or encouragement, Indonesia finally achieved its goal of being able to sell its processed iron and steel products freely as before the restriction policies were implemented. The theories used in this thesis are diplomacy and national interest. The findings of the thesis research conclude that the events in international relations fulfil the implementation of these two theories.
