Abstract
The 2018 disaster in Central Sulawesi was one of Indonesia's largest humanitarian tragedies, claiming the lives of 4,845 people, with children and women the most vulnerable. Approximately 375,000 children needed critical assistance and services, and women, new mothers and nursing mothers were also affected. The scale of the disaster, which claimed many victims, especially from vulnerable groups, led the Government of Indonesia to open international assistance with UNICEF as an actor playing a role in disaster response in Central Sulawesi, according to the 2018 Annual Work Plan under the framework of the 2016-2020 Country Programme Action Plan (CPAP). Using international organization theory and disaster management theory, the findings of this study show that UNICEF's role in the emergency response was affirmed through its leadership in the Education Cluster, Health Cluster, Nutrition and WASH Subcluster, and Protection and Refugee Cluster. UNICEF provided basic hygiene facilities such as building boreholes and portable toilets, conducted health campaigns, nutrition and child protection counseling and child-friendly spaces in refugee camps.
