Abstract

The implementation of the Gerakan Bumil Sehat Program at Puskesmas Kedaung found a lack of health promotion personnel, which resulted in midwives taking on additional responsibilities. Moreover, the program's personnel lacked awareness of technical guidelines, hindering implementation confirmation. This study aims to explore the implementation of the program with a systems approach. This research uses a phenomenological qualitative study design. Data collection methods included in-depth interviews and document reviews, with informants selected via purposive sampling and snowball techniques, including the Puskesmas Head and program staff. Document review focused on program outcome documents. The analysis involved data reduction, triangulation, data presentation, and conclusion drawing. The results showed that insufficient health promotion staff (below the required two personnel), insufficient funds were available so that it required cooperation with private hospitals, and the unavailability of Portable USG was an obstacle in the implementation. Monitoring and evaluation processes were inadequate and did not meet technical standards. Program achievements were limited to implementation, there are gaps between targets in the field and technical guidelines, and insufficient coverage data. Puskesmas and the Health Office are advised to add one health promotion worker, propose providing Portable ultrasound equipment, and evaluate the program thoroughly and comprehensively.
