Abstract
The Javan Rhinoceros is an animal that only lives in Indonesia, whose population is threatened with extinction due to the large number of illegal hunts for its horn. Indonesia is a member of the International CITES Regime which functions as a guideline to prevent animals from becoming endangered due to poaching and illegal trade. Then in 2019, the CITES annual conference produced a CITES Strategic Vision of 5 points, and this research analyzes point 3 related to the legal side and also point 5 related to collaborative efforts. The aim of this research is to analyze Indonesia's level of compliance with the CITES regime using Compliance Theory and International Regime Theory. If the research results are analyzed in the Compliance Theory, Indonesia can be said to be compliant because it has issued an output in the form of a law in cracking down on cases of wild hunting of Javan Rhino and has produced outcomes, namely applying the punishment stated in the article to the perpetrator when the case occurred. Collaborative efforts, the output issued is the management of Javan Rhino habitat in Indonesia, namely in the Ujung Kulon National Park area which has two main programs, namely JRSCA and RPU as an effort to protect and develop the Javan Rhino population and is supported by collaboration with the Indonesian Rhino Foundation, Alliance Lestari Rimba Terpadu, and the International Rhino Foundation in its implementation and outcomes from this collaboration succeeded in showing population growth. Furthermore, CITES is relevant if it is called an International Regime because in the International Regime Theory, CITES contains rules, principles, norms and decision-making procedures, which have helped its member countries, including Indonesia, in carrying out protection procedures related to animal hunting. , especially the Javan Rhino.
