Abstract
Fire is an event caused by either natural occurrences or human negligence resulting in uncontrolled flames. Fires in high-rise buildings pose greater risks compared to similar incidents in other locations. According to data from the Jakarta Regional Disaster Management Agency (BPBD), there were 645 recorded fire incidents, with West Jakarta recording the highest at 175 incidents. KS Tubun Flats, a 16-story residential building, is home to many residents. Ministerial Regulation No. 20/2009 mandates that high-rise buildings implement effective and efficient fire protection systems to prevent and manage fires. This study aims to comprehensively evaluate the adequacy of active fire protection, passive fire protection, and life-saving facilities at KS Tubun Flats in accordance with applicable standards. The study employs a qualitative approach using the Rapid Assessment Procedure (RAP), which includes data collection through observations, in-depth interviews, and Focus Group Discussions (FGD). The findings indicate that the active fire protection system conforms to category (B), indicating 'Good', the passive fire protection system also falls under category (B), indicating 'Good', while the life-saving facilities are categorized as (C), indicating 'Adequate', based on the fire audit assessment conducted by the Ministry of Public Works Research and Development Center, Pd-T-11-2005-C.
