Abstract
This study examines the socio-legal aspect that causes of ‘catcalling’ sexual harassment in Indonesia with men as victims. Then, analyzes the urgency of legal protection for men as victims of sexual harassment 'catcalling'. This research uses empirical juridical research methods with a statute approach, a case approach, and a conceptual approach. The primary data in this research is data obtained directly through interviews. Secondary data used are primary legal materials (laws and regulations) and secondary legal materials (literature studies). . This study concludes that 'catcalling' is included in the criminal act of sexual harassment because the behavior violates legal norms. Three socio legal aspect cause sexual harassment 'catcalling' against men, namely the perpetrator's sexual desire, the inequality of power between the perpetrator and the victim, and the stigma of society against the concept of masculinity. Legal regulation on sexual harassment as an effort to protect men as victims has not been optimal in suppressing the increasing number of cases. Other efforts are needed, such as the establishment of a specific complaint agency for men who are victims of sexual harassment, including 'catcalling'.
