Abstract
Armed conflicts have occurred very frequently since ancient times and it is impossible to deny, armed conflicts will always claim victims, from combatants, rebels, to civilians will also become victims, and to minimize the victims of armed conflict, international law was created, in Among the many international laws that regulate armed conflict, the ones that influence the most are humanitarian law and human rights law, and there are always consequences from disproportionate attacks and civilian casualties, such as the responsibility of states and individuals, such as on 29 August 2021 drone attacks. The United States, which targeted ISIS-Khoerunisan members, had the wrong target, the drone should have eliminated ISIS-Khoerunisan members, but instead killed 10 civilians including 7 children. This attack certainly raises many questions, ranging from what violations of international law were violated to the responsibility for the attack, and this is where international law is useful and applicable to regulate so that things like this do not happen, starting from Humanitarian law, especially the Geneva Conventions and Additional Protocol 1 which regulates that no attacks on civilians are permitted and every military attack must follow the principle of proportionality and differentiation, then there are more UDHR (Human Rights) law which regulates that every human being has the right to live and must not have their right to life taken away, where the attack took away the right to life of civilians who did not take part in the armed conflict, and state and individual responsibility arose for this incident which it can range from things like reparations to prison sentences.
