Abstract
Since 1945, the role of foreign aid has become very significant in international relations. The goal of foreign aid is to end extreme world poverty and improve living standards in developing countries. The African continent, especially Ethiopia, is one of the largest recipients of US foreign aid and this country really needs this aid. This aid continued to be provided to Ethiopia in large amounts until tensions between Egypt, Sudan, and Ethiopia regarding the Grand Ethiopian Renaissance Dam (GERD) on the Blue Nile River increased. Under Donald Trump's new policy, the United States decided to cut its foreign aid to the region. This research aims to analyze the motives underlying these cuts using Foreign Policy theory, as well as the concept of Foreign Aid. The research method used is a qualitative case study using secondary data sources. The final results of this research show that Trump's reasons for cutting aid to Ethiopia stem from several things, including; Donald Trump's skeptical leadership style; such assistance does not support global security and stability objectives; the Trump administration has a different political approach to assessing and responding to conflict or human rights issues; Trump has placed great emphasis on the importance of fixing the United States' domestic problems; the Trump administration also conducted a thorough evaluation of existing foreign assistance programs; Washington's strategic engagement with Cairo benefits the United States more in the long run than Ethiopia.
