Abstract

This research aims to analyze the model of the foreign policy strategy of the United Arab Emirates towards normalizing relations with Israel in 2020, using John P. Lovell's foreign policy theory regarding foreign policy strategy and using the concept of normalization. The method used is descriptive qualitative with the aim of understanding and exploring the meaning of an individual or group from a perspective based on the social problems faced. This research uses primary data sources and secondary data through data collection techniques using library studies and internet-based research. Apart from that, this research uses four stages of data analysis. This is based on Miles and Huberman, namely, data collection, data reduction, data presentation and drawing conclusions or verification. The results of this research show that the United Arab Emirates uses the Accommodation Strategy model in making foreign policy through normalizing relations with Israel. This is analyzed based on four factors, namely domestic capabilities, perceptions of political elites, international system structure and nation state strategy. In looking at the position of the United Arab Emirates, there are weaknesses in the field of state capabilities regarding military resilience, followed by the closeness of the actor Sheikh Mohammed bin Zayed to the United States, and there are also threats from various regional security events of the United Arab Emirates and the nation's state strategy to work together by prioritizing efforts to fight terrorism by confronting extremist organizations. Because of this situation, it is clear that the accommodation strategy is the right one in explaining the situation why the United Arab Emirates is carrying out normalization relations with Israel in 2020.
