Abstract
Legal certainty is a fundamental principle in every constitutional state. Aims to limit and avoid the occurrence of power corruption, both in formation and enforcement. Good and correct legislation will produce objective regulations to address the problems that occur, regulations to respond to emergencies are contained in the 1945 Constitution Article 12 and Article 22 which form the basis for the formation of Government Regulations in Lieu of Laws, this has not met the need for responsive and transparent legislation, so this paper discusses the idea of the concept of the concept of fast legislation forming in Indonesia, based on the formation of regulations for 2019-2021 which are considered to be of low quality, because the discussion is closed, not transparent and rushed. the concept of forming quick laws that do not have clear criteria so that the practice of making them seems "conspiratorial". Therefore this concept is a solution in the formation of fast laws in Indonesia so that they can produce quality regulations. This paper aims to review settings and practicesfast track legislation in various countries as well as the adoption of fast track legislation into the system of law formation in Indonesia which focuses on public participation by conceptually examining the process of fast legislation. This study uses a normative legal research method with a comparative law approach in several countries where it is practiced.
