Abstract
Tuna is a fishery commodity with the second high export value in Indonesia. The competitiveness of Indonesian tuna products is relatively high, given the great demand for tuna from the global market. The United States is one of the countries that import the third largest Indonesian tuna globally. However, unfortunately, tuna exports have non-tariff barriers from the US in the form of regulations and rejection of exports from Indonesia. This study aims to discuss the efforts of economic diplomacy in dealing with several barriers to tuna exports to the US, using the theory of economic diplomacy, international trade, and non-tariff barriers. The theories and concepts used by the author will assist in analyzing the formulation of the research problem. The method used in this research is descriptive qualitative with primary data sources and secondary data. Data collection techniques used are interviews and document review. The stages of data analysis that the author uses are data collection, data reduction, data presentation and verification using data triangulation. The results show that Indonesia's economic diplomacy efforts with the US involve several sectors, such as ministries, associations and entrepreneurs. Indonesia made adjustments to export standards by the US, such as HACCP and SIMP, made regulations in response to US regulations, TIFA meetings to discuss filthy cases, meetings with NFIs to discuss SIMP, meetings with the US Ambassador, participated in the 2016-2019 SENA international exhibition, Bali Tuna Conference 2016 & 2018 Trade promotions also show a positive trend for trade deals. The challenge facing Indonesia is that there is no MRA with the US, so diplomacy tends to be difficult because there is no recognition or agreement between the two countries.
