Abstract

This study aims to analyze the household waste management strategy implemented by Bank Sampah Bintang Metropol in RW 13, Perwira Urban Village, North Bekasi. The waste bank serves as a community-based regional innovation that integrates environmental management with circular economy principles through strategic partnerships, particularly Corporate Social Responsibility (CSR), and collective empowerment. This study employs a descriptive qualitative method using observation, documentation, and in-depth interviews. Data are analyzed using Stuart L. Hart’s Natural Resource-Based View (NRBV), encompassing three pillars: pollution prevention, product stewardship, and sustainable development. The concept of Dynamic Governance is also applied to examine the organization’s capacity to adapt to environmental and policy changes. The findings indicate that Bank Sampah Bintang Metropol has successfully implemented a circular economy-based household waste management strategy, transforming waste into resources with economic, social, and environmental value.
