Abstract

Human error is one of the major contributing factors to occupational accidents in the maritime sector, particularly in tugboat operations, which involve high operational demands and complex working conditions. This study aims to examine the effects of work stress and work duration on the potential for human error, with fatigue acting as a mediating variable among tugboat crews at Tanjung Priok Port. This research employed a quantitative approach using an explanatory research design. Data were collected through questionnaires distributed to 115 tugboat crew members and analyzed using the Structural Equation Modeling–Partial Least Squares (SEM-PLS) method. The results indicate that work stress has a positive and significant effect on fatigue (β = 0.778, p < 0.001), whereas work duration has no significant effect on fatigue (β = −0.117, p = 0.071). Furthermore, neither work stress nor work duration has a significant direct effect on the potential for human error. In contrast, fatigue has a positive and significant effect on the potential for human error (β = 0.642, p < 0.001). Fatigue was also found to fully mediate the relationship between work stress and the potential for human error (β = 0.500, p < 0.001), while it did not mediate the relationship between work duration and the potential for human error. These findings suggest that fatigue is the key mechanism linking work stress to the occurrence of human error. Therefore, efforts to reduce human error should prioritize effective work stress and fatigue management through fatigue management programs, workload management, and improved communication and teamwork to enhance the safety of tugboat operations.
