Abstract
Global supply chain disruptions caused by COVID-19 and the geopolitical rivalry between the United States and China have driven South Korea to diversify its production networks toward more stable regions. Wiring harnesses (HS 854430) are one of the components that revealed supply disruptions, causing domestic automobile production to halt. Vietnam has become the primary relocation destination, particularly for labor-intensive automotive components such as wiring harnesses (HS 854430). This study aims to examine South Korea's trade policy in promoting the Global Value Chain (GVC) of wiring harness components (HS 854430) in Vietnam during the 2022–2024 period. Using a descriptive-analytical qualitative approach, data were collected through interviews and document studies. This research employs the concept of trade policy by Kerr (2007) and production facility relocation by Piatanesi and Arauzo-Carod (2019). The findings show that South Korea's trade policy not only secured the supply of wiring harness components (HS 854430) through the active roles of the government and companies, but also enabled Vietnam to grow into a manufacturing hub for automotive wiring harness components (HS 854430), as demonstrated by the establishment of a local company in Vietnam, Thaco, in 2024.
