Abstract

This study aims to analyze the framing of inclusivity and access inequality issues in Kompas.com’s February 2026 coverage, following the controversy surrounding the case of an alumnus identified by the initials DS. This study employs a qualitative approach using Entman’s framing analysis model, consisting of four main elements: defining problems, diagnosing causes, making moral judgments, and suggesting remedies. The research data were obtained through a documentation study of 10 selected articles. The results show that Kompas.com constructs this issue as both a crisis of moral accountability and a reflection of the government’s systemic failure in managing the redistribution of educational investment returns. The media highlights access inequality—dominated by elite groups—and demands strict regulatory enforcement as a form of distributive justice. In conclusion, the inclusivity of the LPDP program must be maintained through governance reforms and the strengthening of systemic oversight, rather than through reactive policies that threaten the sustainability of the state’s human capital investment for marginalized groups.
