Abstract
The digital transformation of land administration through the implementation of digital land certificates is one of the Indonesian government's efforts to improve the efficiency, security, and quality of land services. However, the implementation of digital land certificates has raised various public concerns, particularly regarding information security, data breach risks, and trust in the government as the service provider. This study aims to analyze public perceptions of information security and data breach issues, as well as the factors influencing public trust in digital land certificates. This research employed a qualitative approach using a case study method. Data were collected through in-depth interviews with five members of the public and one Land Deed Official (PPAT). The data were analyzed using Braun and Clarke's (2006) Thematic Analysis, guided by Information Security Theory, Risk Perception Theory, and Trust Theory (Ability, Benevolence, and Integrity). The findings indicate that the public considers information security to be the primary factor in developing trust in digital land certificates because these certificates contain personal information and land ownership data with significant legal and economic value. At the same time, previous experiences with data breach incidents in Indonesia have shaped public risk perceptions, which influence trust in digital systems. The study also found that public trust in digital land certificates is influenced by the government's ability to manage the system securely (ability), its commitment to protecting public interests (benevolence), and its integrity demonstrated through transparency, accountability, and consistency in safeguarding public data (integrity). Furthermore, information security, government transparency, public awareness initiatives, and the perceived benefits of digital land certificates were identified as the main factors shaping public trust. The findings suggest that although the public generally supports the digitalization of land administration, their trust in digital land certificates remains conditional and largely depends on the government's ability to ensure information security and adequate data protection.
