Abstract

The high prevalence of mental health disorders in DKI Jakarta has prompted the DKI Jakarta Provincial Government to launch a digital-based mental health service called JakCare, integrated into the JAKI application and the hotline 0800-1500-119. This study aims to describe and evaluate the communication strategy of the Department of Health and PK3D in socializing the service to the public. The study employs a qualitative approach through in-depth interviews, observation, and documentation, with the ROSTIR Campaign Model by Luttrell (2019) as the analytical framework and Excellence Theory by Grunig et al. (1992) as the theoretical foundation. The findings reveal that JakCare's communication strategy was systematically implemented across all six ROSTIR stages, ranging from data-based research screening, objectives focused on literacy improvement and stigma reduction, humanistic communication strategies, multi-platform digital tactics, to participatory monitoring and evaluation, collectively reflecting the two-way symmetrical communication model of Excellence Theory.
