Abstract
The digital divide in the education sector remains a structural problem in Kenya, where most public primary schools in underserved areas still lack internet access. This study analyzes the implementation of the European Union's Global Gateway in developing digital connectivity infrastructure in Kenya through the Last Mile Connectivity of Schools (LCMS) programme during the 2021 to 2026 period. The study employs Grindle's policy implementation concept and the theory of neoliberal institutionalism, using a descriptive qualitative method based on literature review and analysis of official documents. The findings show that LCMS is a grant-based connectivity infrastructure programme worth 9.8 million euros that integrates hard and soft infrastructure, carried out by a network of interdependent actors coordinated through the Team Europe mechanism for financing and GIGA for technical implementation. The study concludes that this implementation is an institution-facilitated cooperation grounded in the complementary interests of Kenya and the European Union, yet it produces only partial success because it is constrained by structural challenges such as limited electricity, geographical barriers, and sustainability concerns. These findings both reinforce and refine the thesis of neoliberal institutionalism, namely that institutions enable cooperation to form but do not guarantee the achievement of all its goals.
