Abstract
This study is motivated by the growing urgency of energy cooperation between Indonesia and Japan following the 2022 global energy crisis caused by the Russia-Ukraine conflict. Under these circumstances, Japan has sought to strengthen its energy supply security by increasing coal imports from Indonesia, one of its primary suppliers. To that end, this study aims to analyze the dynamics of Indonesia-Japan cooperation in increasing Indonesia’s coal exports to Japan during the 2022–2025 period. The research question addressed in this study is: What are the dynamics of Indonesia-Japan cooperation in increasing Indonesia’s coal exports to Japan from 2022 to 2025? This study employs a descriptive qualitative research method and uses data collection techniques such as document analysis and interviews with relevant stakeholders. The theories utilized in this study include the theory of international cooperation, the concept of national interest, and the concept of exports. The results show that the dynamics of Indonesia-Japan cooperation in increasing coal exports to Japan during the 2022–2025 period unfolded through various bilateral cooperation instruments, including energy policy dialogues, formal diplomatic channels, and high-level meetings. Through this cooperation, Indonesia has successfully maintained the reliability of its supply through export governance and regulatory certainty, ensuring that coal exports to the Japanese market have been sustained and have even increased during certain periods. In addition, Indonesia and Japan have strengthened their strategic partnership in the coal mining sector through the Asia Zero Emission Community (AZEC) initiative by developing clean coal technologies to improve the quality of Indonesian coal so that it meets the quality standards set by Japan.
