Abstract

The high use of private transportation in Bangkok has led to traffic congestion, increased emissions, and reduced mobility efficiency in urban areas. These conditions have prompted the Thai government to develop a more sustainable mass transit system through the Bangkok Red Line project. In implementing this project, the State Railway of Thailand (SRT) has partnered with a consortium of Japanese companies consisting of Mitsubishi Heavy Industries (MHI), Sumitomo Corporation, and Hitachi Ltd. This study aims to analyze the international cooperation established in the transportation sector, identify the underlying interests driving the collaboration, and assess the mutual benefits derived from it. This study also explains the technology transfer process in the implementation of the Bangkok Red Line project from 2021 to 2023, as well as the project’s contribution to the development of a sustainable transportation sector in Bangkok during the same period. This study employs a qualitative method with data collection through a literature review. The analysis is based on Helen V. Milner’s theory of international cooperation, as well as the concepts of technology transfer proposed by Grosse and Bessant and Rush. The results indicate that cooperation between Thailand and the Japanese corporate consortium facilitated technology transfer originating from the Japanese corporate consortium. The implementation of the Bangkok Red Line contributed to improving the quality of public transportation services, supporting the shift from private to public transportation, and strengthening the development of the transportation sector in Bangkok from 2021 to 2023.
