Abstract
This study aims to analyze the political recruitment practices of the PKS Dewan Pimpinan Pusat (DPP) in increasing the representation of young legislators in the Indonesian House of Representatives (DPR RI) during the 2024 legislative elections, using Hazan and Rahat’s theory namely, candidacy, selectorate, decentralization, and appointment and voting. This study selected PKS based on the phenomenon of an increase in the number of young PKS legislators in the DPR RI during the 2024 legislative elections. This study employs a qualitative approach using a case study methodology. Data collection techniques included semi structured interviews with informants and a literature review. The results indicate that during the PKS recruitment process, a shift toward a more adaptive strategy occurred under the leadership of Ahmad Syaikhu, marked by the implementation of an affirmative action quota policy. Furthermore, through the four dimensions proposed by Hazan and Rahat (2010), the author found that two dimensions played a significant role in the increase in legislative representation: First, the dimension of decentralization, specifically social decentralization, which was realized through the PKS Muda youth wing as a bridging channel for recruitment and the 30% affirmative action quota policy for young candidates. Second, the dimension of the appointment and voting system. The implementation of the deliberative mechanism provides a space for deliberation between regional selectors (DPW and DPD) and the central leadership through the DPTP forum, while also creating an opportunity for PKS leadership to negotiate and ensure the representation of young candidates.
