Abstract
CSIS Indonesia is one of the most influential think tanks in Southeast Asia; however, the transformation of its role from the New Order to the Reform Era has not been thoroughly examined in Indonesian political science literature. This study aims to analyze the typological transformation of CSIS Indonesia using Abelson's (2012) think tank typology framework and Medvetz's (2012) theory of think tank positioning. The research employs a qualitative method with a case study design and interpretivist approach, through structured interviews with researchers and academics as well as documentary analysis of primary and secondary sources. The findings indicate that during the 1971–1987 period, CSIS Indonesia functioned as a Government Contractor Think Tank dependent on state patronage through the networks of Ali Moertopo and Soedjono Hoemardhani. Following the rupture of its relationship with the Soeharto regime, CSIS pursued three adaptive strategies: establishing international think tank networks, opening itself to foreign donors, and consolidating media and business infrastructure. In the Reform Era, CSIS Indonesia cannot be classified into a single typology; rather, it simultaneously exhibits characteristics of an advocacy think tank, a university without students,and a policy club, making it more accurately described as a typologically anomalous hybrid think tank. This finding confirms Abelson's proposition that typological identification of think tanks is an inherent challenge, while also demonstrating that typologies developed in a North American context require conceptual adaptation when applied to think tanks operating in countries with authoritarian legacies
