Abstract

The declining level of public participation in the Jakarta Regional Head Election, coupled with the high exposure to political information that has not been matched by more substantive political engagement, poses a significant challenge for the General Election Commission (KPU) in delivering political education. As an innovative response, the East Jakarta City KPU developed the Museum Perjalanan Pemilu as a non-formal political education facility. This study aims to analyze the strategies employed in utilizing the Museum Perjalanan Pemilu as a medium for political education and to examine its impact on visitors' political participation. The analytical framework applied in this research draws on Bryson's concept of strategy, Almond and Verba's theory of political education, and Nie and Verba's theory of political participation. A descriptive qualitative method was adopted, with data collected through interviews, document review, and literature study. The findings reveal that the museum's utilization strategy operates across three dimensions: planning, implementation, and instructional innovation. Implementation strategies include visitor segmentation by age group, interactive learning methods, simulation activities, pre-tests and post-tests, partnerships with various educational institutions, as well as the development of a Metaverse-based virtual tour and a digital museum platform on Roblox. The study also finds that the Museum Perjalanan Pemilu has successfully enhanced political knowledge, raised awareness about the importance of elections, increased interest in seeking political information, encouraged voter turnout, and fostered more positive political orientations among its visitors.
