Abstract
Makan Bergizi Gratis Program, implemented through the Satuan Pelayanan Pemenuhan Gizi (SPPG), faces serious food safety challenges due to increasing food poisoning incidents. The Indonesian Education Monitoring Network reported 11,566 food poisoning cases related to the MBG Program as of October 12, 2025, including 72 cases in Duren Sawit District. This study aimed to explore the implementation of hygiene and sanitation practices in SPPGs in Duren Sawit Village, East Jakarta, using the 5M approach (Man, Money, Material, Machine, and Method). A descriptive qualitative case study design was employed. Data were collected through in-depth interviews, observations, and document reviews involving 20 informantsfrom four SPPGs, including managers, food handlers, beneficiaries, and district coordinators, which was carried out in June 2026. The findings showed that hygiene and sanitation practices generally complied with the Indonesian Ministry of Health Regulation No. 2 of 2023 and the 2026 MBG Technical Guidelines. All SPPGs possessed Hygiene and Sanitation Eligibility Certificates, conducted laboratory testing of water and food, and implemented a multi-layered supervision system. However, inconsistent personal hygiene practices and physical contamination by cigarette butts indicated weaknesses in food processing supervision. Strengthening hygiene and sanitation management and monitoring food handlers are recommended to improve food safety and ensure the sustainability of the MBG Program.
