Abstract
Adolescent nutrition remains a critical challenge to the quality of human resources in Indonesia, particularly due to the persistence of the triple burden of malnutrition, while the implementation of government policies continues to be constrained by limited coverage, low compliance, and inadequate cross-sectoral coordination. This study aims to examine the role of the United Nations Children's Fund (UNICEF) in addressing adolescent nutrition issues in Indonesia through the Aksi Bergizi Program during the 2016-2020 period by employing Clive Archer's theory of the roles of international organizations, supported by the concept of the Sustainable Development Goals (SDGs). The study adopts a descriptive qualitative approach, with data collected through interviews with two key informants and document analysis. The findings reveal that UNICEF's engagement was manifested through three complementary roles. As an instrument, UNICEF linked international normative commitments with the Indonesian government's technical needs. As an arena, it served as a neutral platform connecting cross-sectoral stakeholders. As an actor, UNICEF independently initiated, financed, and mobilized the implementation of the program. These interconnected roles contributed to the issuance of the 2022 Joint Decree of Four Ministers and supported Indonesia's progress toward achieving SDG 2, SDG 3, and SDG 5. Given that this study is limited to the 2016-2020 period, focuses on school-attending adolescents, and is constrained by the availability of detailed implementation data from several pilot locations, future research is recommended to examine the sustainability of the program following the issuance of the Joint Decree and to explore strategies for addressing nutrition among adolescents outside the formal school system.
