Abstract
This study aims to analyze the obstacles faced by the General Election Commission (KPU) of Depok City in increasing public participation in the 2024 Regional Head Election (Pilkada). Voter participation is a crucial indicator of democratic quality and legitimacy at the local level; however, participation rates in Depok City have shown stagnation over recent election periods. This research employs a qualitative approach using in-depth interviews and document analysis. The informants include officials from the Depok City KPU and election observers. The findings reveal that the main obstacles encountered by the KPU include technical issues such as polling station distance and consolidation, voter fatigue due to frequent elections, limited effectiveness of voter socialization programs, and low political literacy among certain segments of society. Additionally, the predominance of one-way communication rather than participatory engagement has affected voter involvement. This study highlights the need for more innovative, adaptive, and participatory communication and socialization strategies to enhance public participation in future local elections.
