Abstract

Plan de Acción para la Política Exterior Feminista (2023-2024) is Spain's effort in following Sweden's feminist foreign policy agenda by integrating gender equality goals into its foreign policy practice, including addressing gender-based violence. However, Spain shows shortcomings regarding its implementations, transparency, and consistency which resulted in the persistence of gender-based violence in Spanish and the European Union. This study uses postcolonial feminist theory to critique the policy as well as feminist foreign policy and Machismo as concepts to analyze the implementation of the Plan de Acción para la Política Exterior Feminista (2023-2024) regarding gender-based violence. The research method used to conduct this research is explanatory qualitative methods, using primary and secondary sources through document studies. The result of this study shows that Spain's inherited patriarchal values and habits have penetrated Spain's structural government which resulted in the continued gender inequality in the Plan de Acción para la Política Exterior Feminista (2023-2024) implementation regarding gender-based violence. Therefore, gender inequalities still persist as rooted patriarchal norms are normalized through Machismo, which creates societal structures that remain patriarchal.
