Abstract
Following the victory in the 2024 Presidential Election, the elite of the Projo volunteer organization faced an existential challenge in maintaining access to power resources amid the leadership transition from Joko Widodo to Prabowo Subianto, which compelled them to actively position President Prabowo as their new patron. This study aims to analyze how this effort unfolded using a qualitative method with a case study design, in which data were obtained through in-depth interviews with three informants, namely the Deputy Chairperson of Projo, a political analyst, and an academic, further strengthened through literature review, documentation study, and data triangulation, within the analytical framework of Rational Choice Theory (Oppenheimer & Dowding) and Political Elite Theory (C. Wright Mills). The findings reveal that Projo's elite successfully secured government positions under the Prabowo-Gibran administration through the conversion of electoral capital, yet these positions proved unstable as they depended on the patron's discretion, as evidenced by the dismissal of Budi Arie Setiadi through a cabinet reshuffle and the rejection by Gerindra cadres of Projo's integration efforts. This study concludes that the personal patronage model underlying Projo is structurally incompatible with the requirements for entering the inner circle of power, which demands an autonomous institutional base. Theoretically, this study contributes by demonstrating that Rational Choice Theory and Political Elite Theory operate in a complementary manner, whereby Rational Choice Theory explains the internal mechanisms of the organization while Political Elite Theory explains the structural boundaries that determine its outcomes.
