Abstract

Food security is one of the main priorities of national economic development, supported by adequate physical availability, economic accessibility, and socio demographic conditions. This study aims to examine how food security characteristics explain the optimal Food Security Index by analyzing five causal conditions: rice prices, number of traditional markets, Poverty Rate, prevalence of undernourishment, and rice harvested area. The research employs the fuzzy set Qualitative Comparative Analysis (fsQCA) method to identify multiple combinations of conditions that lead to high food security performance. The study covers 16 provinces in Sumatra and Java in 2024. The findings reveal six causal pathways associated with an optimal Food Security Index, indicating that different combinations of economic, social, and infrastructure factors can produce the same outcome (equifinality). The most common pathways involve various configurations of rice prices, number of traditional markets, poverty rate, prevalence of undernourishment, and rice harvested area across provinces. These results demonstrate that no single factor is neccesary to achieve optimal food security; instead, food security is shaped by the interaction of multiple conditions (sufficient), highlighting the importance of region-specific policy approaches in strengthening food security.
