Abstract

This study aims to analyze the influence of technological, organizational, and environmental factors on the implementation of the Electronic-Based Government System (ESBS) and to examine the moderating role of external pressure on central government agencies. The study used a quantitative approach with a survey method through the distribution of questionnaires to respondents at the Public Broadcasting Institution Radio Republik Indonesia (LPP RRI). Data analysis was conducted using the Partial Least Square (PLS) method to test the relationship between variables and the moderating effect. The results showed that organizational and environmental factors had a positive and significant effect on ESBS implementation, while technological factors had a negative and significant effect. These findings indicate that the success of ESBS implementation is more determined by the organization's internal readiness and environmental support than by technological aspects alone. In addition, external pressure was shown to significantly moderate the influence of organizational factors on ESBS implementation, although with a relatively small effect. Conversely, external pressure was not shown to moderate the influence of technological and environmental factors on ESBS implementation. The results of the study confirm that ESBS implementation does not only depend on the availability of technology, but is also strongly influenced by organizational readiness, including organizational culture, human resource competency, and top management support. Therefore, efforts to improve ESBS implementation need to focus on strengthening organizational factors so that available technology can be optimally utilized. This research provides theoretical contributions in the development of the TOE model with an institutional approach as well as practical implications for the government in formulating strategies to accelerate digital transformation.
