Abstract
This research analyzes Pertamina New & Renewable Energy’s (NRE) perception of the ASEAN Power Grid (APG) as a renewable energy regime in Southeast Asia through the lens of Neoliberal Institutionalism. The study employs a qualitative descriptive method, using primary data from an in‑depth interview with Pertamina NRE’s staff and secondary data from official ASEAN documents, company reports, and academic literature on regional energy integration and energy transition. The findings show that Pertamina NRE perceives APG as a regional institution that creates opportunities to utilize Indonesia’s renewable energy potential to access the regional electricity market, while providing common rules and standards that can reduce uncertainty and transaction barriers. At the same time, APG is viewed as a long‑term platform to build Indonesia’s reputation and leadership in clean energy, although institutional limitations and PLN’s dominance as the national focal point mean that formal space for Pertamina NRE’s direct involvement remains constrained. These results indicate that, for corporate actors, APG is not merely an infrastructure project but a regime that offers economic, institutional, and reputational incentives shaping strategies for engagement in regional renewable energy integration.
