Abstract
Saudi Arabia is undertaking a massive economic transformation to break away from its dependence on oil through the Saudi Vision 2030 framework. This research highlights Saudi Arabia's strategy of utilizing Foreign Economic Policy to attract Foreign Direct Investment (FDI) into the creative economy sector, particularly tourism, during the 2020-2022 period. Employing a descriptive qualitative method and interviews with industry practitioners, this study finds that the pandemic actually served as a catalyst for the acceleration of reforms in Saudi Arabia. The findings indicate that the government utilized the Public Investment Fund (PIF) as the primary funding source to de-risk the initial development of 'Giga-Projects,' such as NEOM and The Red Sea Project, in order to convince global investors. This strategy proved effective; Saudi Arabia succeeded in recovering its tourism sector faster than global trends in 2022. However, implementation continues to face challenges, including a shortage of skilled local labor, regional competition with the United Arab Emirates, and reputational issues regarding human rights that overshadow the country's nation branding efforts.
