Abstract
This study analyzes the role of Amnesty International Indonesia in addressing the increase in cases of domestic violence against women in Indonesia during the COVID-19 pandemic from 2020 to 2022. The research question in this study is how Amnesty International Indonesia responds to and addresses the increase in cases of domestic violence against women during the COVID-19 pandemic in Indonesia. Research data were collected through the analysis of reports, articles, and official publications of Amnesty International Indonesia as primary data, supported by interviews with the Indonesian Legal Aid Foundation of the Association of Indonesian Women for Justice (LBH APIK) Jakarta as a supporting non- governmental organization. Data analysis was conducted using the neoliberal institutionalism framework and the theory of international organization roles proposed by Clive Archer, which emphasize the dimensions of actors, arenas, and instruments, and are enriched by the concepts of human rights and gender equality. The findings show that Amnesty International Indonesia acts as a normative actor that frames domestic violence as a violation of human rights and a manifestation of gender inequality that demands state responsibility. In the domestic arena, Amnesty International Indonesia engages in policy advocacy by encouraging regulatory change. In addition, Amnesty utilizes international networks and digital advocacy instruments to build public and moral pressure on the state. Although not directly involved in victim assistance, the role of Amnesty International Indonesia is considered relatively effective in shaping public discourse, increasing awareness of domestic violence as a human rights and gender equality issue, and influencing the direction of state policy.
