Abstract

This research was conducted with the aim to see and analyze the implementation of Indonesia-Germany bilateral cooperation through the Ausbildung program in the vocational education and training sector for the 2021-2023 period, with a case study at SMKN 57 Jakarta. To analyze this phenomenon, International Cooperation Theory and Sustainable Development Concepts are used as analytical tools to see how the convergence of interests between countries can be translated into human capacity building at the operational level, and how the transfer of vocational systems can answer the challenge of national skill mismatch. The research method used is descriptive qualitative with data collection techniques through interviews and literature studies, the data is then analyzed using these concepts to explain the dynamics of program implementation in the field. This study proves that the success of the Ausbildung program at SMKN 57 Jakarta is driven by the operation of strategic dimensions as evidenced by: (1) the operationalization of the Dual System mechanism through the disciplined adoption of qualification standards; (2) local actor autonomy through independent initiatives in Business-to-Business schemes; and (3) global competence transformation which includes the improvement of technical skills and student independence. The results of this study indicate that the adaptation of the German vocational system at the educational unit level is effective as a concrete solution in producing internationally competitive human resources.
